N3856VG SOP-8 surface-mount IC.
This N3856 IC is used in many LCD TV power supplies. In the Viewsonic N3251w TV it is used for the 24V output to the back-light inverter board. If the back-light of the TV turns off, your power supply voltage is only around 10.7V instead of 24V, and the N3856 IC gets very hot, then a replacement N3856 will probably fix it.
