Hannay brake strop and tensioner
This is the standard tensioner used on Fuel Oil trucks equiped with Hannay Hose Reels. It consists of a brake strap and a thumb screw tensioner device. It locks the reel in place as well as applies brake tension when pulling out the hose if needed.
If you have a petroleum truck with a Hannay Hose Reel, chances are you have this brake.
