To my knowledge, this item is NEW. I am not the original owner. But, I do not see any black ink smeared on the numbers, everything moves quickly. When I open it and rub my finger on the ink roller, it is still wet and smears on my finger. I hope this info helps.
I am assuming a new item means less jamming and smoother operation.
